Santiago Peña (Colorado Party) has been president since August 2023; his single term runs to August 2028. Paraguay is the only South American country that still recognises Taiwan, and Peña reaffirmed the tie in Taipei in May 2026. The economy runs on soybeans, beef and electricity from two giant dams shared with Brazil (Itaipú) and Argentina (Yacyretá).
The So What: a small, stable country carries three outsized questions for bigger powers: whether Taiwan keeps its last South American ally (China dangles market access for Paraguayan beef and soy), whether the Tri-Border Area money networks — Hizballah-linked finance and the Brazilian PCC gang — are being squeezed or growing, and how much of Itaipú's power and money Paraguay keeps.
Ciudad del Este is the commercial hub of the Tri-Border Area with Foz do Iguaçu (Brazil) and Puerto Iguazú (Argentina): a duty-free trading city long reported as a centre for smuggling, money laundering and Hizballah-linked finance. Paraguay listed Hizballah as a terrorist organisation in 2019. In 2023 the US sanctioned former president Horacio Cartes for corruption, citing ties to Hizballah members (he denies it).
Honesty rule: the local effect is crime and money. The headline So What is money flowing to Lebanon — not local attack risk, unless 2+ outlets report a plot.
Paraguay has recognised Taipei since 1957 — longer than almost anyone. Only about a dozen states still do. Taiwan funds housing, scholarships and investment; China, which does not trade officially with Taiwan's allies, is the market Paraguayan ranchers and soy farmers cannot reach directly. The Senate rejected a motion to switch to Beijing in 2021; the farm lobby has not given up.
- The beef and soy lobby pushing for access to China
- Congressional motions to switch recognition
- Taiwanese investment or aid — and any offer from Beijing
The Brazilian PCC (Primeiro Comando da Capital) has spread into Paraguay's border cities and prisons — 75 inmates, most from the PCC, escaped Pedro Juan Caballero prison in 2020. Paraguay is South America's largest cannabis producer and a cocaine transit route toward Europe. The 2022 murder of anti-mafia prosecutor Marcelo Pecci (killed in Colombia) showed how far the networks reach.

Itaipú (with Brazil) is one of the world's largest hydro dams. Under the 1973 treaty each country owns half the power; Paraguay uses only part of its share and sells the rest to Brazil. The dam's construction debt was paid off in 2023, opening a renegotiation of the treaty's financial terms (Annex C) — billions of dollars a year in play, and a recurring source of political friction in Asunción.
The Colorado Party has governed for most of the past 75 years, including the Stroessner dictatorship (1954-1989). Former president Horacio Cartes leads its dominant faction; US sanctions on him (2023) complicate Peña's ties with Washington. The next election is in April 2028.
